URLs preserve state, county, place and topic. All 293 counties and the three states’ 2020 listed places are available. Major municipalities are accessible through the same list; no population-based ranking is asserted.

For industry evidence include NAICS code and title, measure (employment, establishments, wages or investment), units, reference period, source geography, observed versus projected status, and any suppression or uncertainty. A project announcement is not realized employment. Retain county, metro and workforce-region evidence at its actual level; do not attribute it to individual municipalities without supporting evidence.

For workforce evidence include occupation/SOC, measure, units, period, source geography and whether a finding is observed or projected. For dual enrollment include institution, district/school, service area, program, credential/credit, eligibility and costs where established. For resources identify intended audience and service restrictions. For Pearson separate published capability from proposed fit, potential buyer, funding availability and qualified commercial evidence.

## Geography rules

Use Census GEOIDs, not name matching or ZIP codes, as joining keys. A municipality may have multiple county relationships. CDPs are statistical communities, not municipalities. County boundaries do not establish school-district or workforce-board boundaries. Preserve regional evidence as regional context; do not copy it into each municipality as a local measured finding. Confirm annexations, incorporations and current service areas when relevant.

Updates to findings take effect through a reviewed website deployment; no automatic research ingestion is enabled. The current finding list is empty intentionally, not evidence of no opportunity.
