Ohio: the policy context

Priority 1 · Validate first

Ohio appropriated $16 million per year for IWIP in 2025–26 and 2026–27, with $725 incentives for approved credentials. Standard credential reimbursement funding was eliminated; a revised credential system debuted in July 2026.

Funding and implementation questions

Evidence gap: Use the applicable cohort and IWIP list. Incentive payments are not automatic reimbursement for all credentials or related software.

Agency / district next step: Validate exact credentials and cohort rules, then target eligible preparation and implementation needs.

Need to establish: A state credential policy or employer requirement matches an exact, locally needed credential.

Potential buyer: District certification coordinator, CTE director, college or authorized testing center.

Possible commercial route: Preparation access, practice tests and exam purchases; validate separate charges and existing bundles.

03 · My contribution as the bridge

Build a shared pursuit around a verified need.

Match the exam issuer, version and code to the current state list and the buyer’s proposed cohort.

Bring to the joint review

The state source, a named institution, the program’s learner need, a budget owner and the relevant Pearson account and product specialists.

Leave with a concrete commitment

A buyer-agreed next action, one accountable Pearson owner, a due date and evidence needed to advance.

Product validation: Credential approval, recognition, testing-center readiness, retakes and purchase-specific funding eligibility.

What is still needed before sizing revenue?

No buyer, available budget, price, contract or sales probability has been verified in this planner. State allocations cannot be treated as Pearson’s addressable revenue.

Obtain validated quantities, net prices, contract term, delivery scope and costs. Distinguish contract value, annual recurring revenue where applicable and Finance-recognized revenue. Agree attribution across Pearson teams so the same opportunity is counted once.
