The website's next layer is local implementation

Recommendation: connect each state policy brief to named institutions and their school partners. A visitor should be able to move from a state's policy context to a real program, inspect the evidence and identify the next person or document needed. This makes the website useful for partnership development and pathway planning. The research establishes examples of relationships; it does not establish purchasing intent, budgets, adoption of Pearson products or expected revenue.

A college name is only the starting point

The sample includes universities, community colleges, technical colleges and a community-college system. Some sources name a district, others a particular school or regional center. Preserve that distinction. Dallas ISD, for example, identifies Dallas College as its primary dual-credit partner and McMurry as a limited pilot partner, while assigning separate four-year P-TECH roles to other universities. Those roles should not be counted as interchangeable credit-issuing relationships.

Delivery and credit are separate questions

Bakersfield College uses dual enrollment for district-organized courses and concurrent enrollment for college-campus or online courses, with different treatment of materials and fees. Bismarck State separately describes Early Entry as college credit only. Therefore a national directory must record each source's local terminology and the actual credit outcome. A school's online identity also does not establish that its college partner's laboratory, clinical or technical courses are fully online.

CTE pathways need course-level evidence

The clearest CTE examples go beyond a general college partnership. Enoree names a particular college course inside its mechatronics sequence. Wake Tech names district schools and technical pathways. New River's Braxton agreement includes Practical Nursing, with completion after high-school graduation. These examples support a pathway view that distinguishes introductory preparation, college credit, practical experience and the final credential. They do not establish that all four outcomes come from one course.

The funding date can change the decision

MCPS posts a funding change effective July 1, 2026, making College and Career Readiness status material to funded dual enrollment. Dallas College's agreement directory contains many documents labeled 2025–26. A page being available today does not prove that every agreement or price is current. Show the research date separately from the agreement term and the source's publication date; flag unresolved continuation explicitly.

Use the sample to select investigations, not rank states

Analytical conclusion: the directory supports discovery and comparison, but not a market-size estimate. More examples in one state reflect this review's source availability and selections, not a higher share of students served or a better commercial opportunity. Keep the site's existing three priority tiers separate. A commercial opportunity becomes assessable only after confirming a specific need, an accountable buyer, usable funding, a purchasing route and implementation capacity.
