Turn the hypothesis into a state plan

  1. Sales + state / district leaders: obtain the local needs assessment, participation and completion baseline, existing tools and named buyer.
  2. Workforce partners: validate occupations, employer recognition and relevant next steps; no local shortage is quantified in this crosswalk.
  3. Product + Research + Implementation: produce an exact standards / credential crosswalk, evidence, staffing, accessibility, integration, cost and delivery plan.
