Utah’s June 2025 handbook explicitly addresses concurrent enrollment through the Statewide Online Education Program. It assigns student-support responsibilities to the school–college partnership and describes course alignment and approval.
The handbook’s stated $5-per-credit rate is specifically for 2025–26, so it is not presented here as a verified 2026–27 price. Confirm current college tuition, fees, waivers and district program allocation.

The handbook explicitly provides a route through SOEP. Individual course prerequisites, college approval and the student’s college/career readiness plan still apply.
Credit and credentials
Confirm the transcript-issuing college, high-school equivalency and applicability to the student’s intended college award. An industry credential requires its own assessment and issuer; a digital badge is not automatically college credit.
Explicit gap to resolve
Use the CE master list and school–college crosswalk, confirm current SOEP availability and 2026–27 costs, and assign advising and tutoring responsibilities before implementation.

College-credit coursework
Pearson’s online dual-enrollment offering is a candidate for a college partnership. Product and the college must confirm course equivalency, faculty, transcript, transfer and state eligibility.
Evaluate eDynamic Learning curriculum and simulations for preparation; evaluate Certiport for relevant credential assessments and Credly for credential communication. These roles are separate from awarding academic college credit.

Government Affairs + college partner: current agreement, allowable funding, approved delivery and policy interpretation.
Product + Research + faculty: course crosswalk, evidence, qualified instruction and assessment requirements.

Implementation + counselor + student-support lead: enrollment workflow, coaching, accessibility, broadband and lab plan; measure staff time rather than adding untracked administrative work.
Track enrollment-to-completion, applicable college credits, credential attainment, subgroup access and persistence. For commercial readiness, require buyer commitments, budget evidence and a dated next step before changing the forecast.
